EXPERIENCE

Mr. Hattis is the founder and President of Building Technology Inc. His work at BTI includes projects related to the building regulatory system; performance analysis of buildings, both new and existing; the economic and financial implications of decisions related to building performance on a life-cycle basis; and the study and use of historic properties.  Mr. Hattis has authored numerous reports and delivered technical papers on these subjects.  He is a recognized expert in the field of building performance and regulation.

Relevant Projects

·       Principal responsible for the development of nine manuals on incremental seismic rehabilitation of buildings for FEMA/DHS.

·       Participant in the development of Insurance, Finance, and Regulation Primer for Terrorism Risk Management in Buildings, FEMA 429, December 2003.

·       Principal responsible for the Maryland Building Rehabilitation Code Hotline from July 2002.

·       Principal or participant in the development of two curricula for the Maryland Building Rehabilitation Code.

·       Principal or participant in the development of the following rehabilitation codes: Maryland, Rhode Island, New York, Minnesota, and Wichita, Kansas.

·       Principal consultant to NAHB Research Center to develop "Nationally Applicable Recommended Rehabilitation Provisions (NARRP)" for HUD.

·       Principal consultant to Rutgers University Center for Urban Policy Research to Develop a Rehabilitation Subcode for the State of New Jersey.

·       Principal-in-charge of FEMA project Technology Transfer on Seismic Rehabilitation of Existing Buildings.

·       Principal investigator of a research project entitled, Seismic Mitigation Strategies for Existing School Buildings Which Are Subject to Earthquake Risk throughout the United States sponsored by the National Science Foundation.

·       Principal-in-charge and project manager of FEMA project Financial Incentives for Seismic Rehabilitation of Hazardous Buildings - An Agenda for Action.

·       US AID Consultant on the building regulatory system in Israel and Kazakhstan.

·       Principal-in-charge of BTI's technical assistance contract supporting the U.S. Army Corps of Engineers' program investigating the physical conditions and potential future uses of approximately 2000 historically significant Army family quarters.

·       Team leader and directed the development of the HUD Rehabilitation Guidelines, a 12-volume set of technical and management documents intended to eliminate regulatory constraints to building rehabilitation.

·       Directed 10 nationwide workshops related to the use of the rehab guidelines by local administrators and practitioners.

·       Principal investigator in the study and analysis of the rehabilitation segment of the building construction industry for the Office of Technology Assessment, U.S. Congress.

·       Project director of study of the economic impacts of retroactive enforcement of fire safety building code provisions prepared for New York State's Office of Fire Prevention and Control.

·       Directed projects on regulation of existing buildings for HUD (which included a history of the building regulatory system), and on code administration and enforcement for the United States Fire Administration.

·       Technical writer for Guideline for Residential Building Systems Inspection developed for the U.S. Department of HUD.

·       Principal-in-Charge of the development of a U.S. Department of HUD guidebook for building inspectors conducting field inspections.

·       As project director of the Performance Specification for Evaluation and Procurement of Housing in the Tehran Region, he coordinated and integrated the efforts of behavioral scientists, building climatologists, acousticians, illumination specialists, fire safety specialists, architects, and structural and mechanical engineers in the development of a comprehensive set of housing criteria and performance specifications, and a management plan for their implementation.

·       Key contributor to a guidebook that BTI prepared for the Construction Engineering Research Laboratory, U.S. Army Corps of Engineers, regarding the preparation and use of performance procurement documents for military construction projects.

·       Consultant to the Building Research Board of the National Research Council in support of their study "The Embassy of the Future:  Research for the Security of Future U.S. Embassy Buildings."

·       Support services for HUD study to investigate implementation of post-occupancy evaluations as a means of improving the fit between built environment and user needs.

·       Consultant to architects in performance-based systems school building procurement projects in Virginia and Indiana.

1971 - 1972:  Private Consultant 

·       Systems Consultant to the Executive A/E, PBS/Social Security Administration Systems Building Project, where performance specifications were used to develop and procure integrated building systems, based on life-cycle building costs.
